As a direct report to the Procurement Director, the Procurement Compliance Manager shall be responsible for development of procurement procedures, training, and continuous compliance oversight of procurement related activities to ensure compliance with internal and external requirements (e.g., prime contract customers, Department of Energy, Department of Defense, etc.). This shall involve routine interface with procurement staff and external customers as necessary, analysis and tracking of operational issues through metrics, and resolution and mitigation of issues.
Responsibilities
- Development and maintenance of Procurement Procedures and Terms and Condition Pro-forma.
- Establish routine self-assessments to ensure compliance with Procurement Procedures.
- Understand, oversee, and monitor flow down requirements from prime contracts with external customers.
- Coordinate with Legal on Terms and Conditions language.
- Works with other departments (e.g., Engineering, Project Controls, Construction) to ensure alignment between commercial and technical documents, and to eliminate duplication.
- General knowledge of other departmental procedures and processes.
- Timely identification and implementation of changes based on respective prime contracts, applicable federal, state, and local procurement laws.
- Assess exposure to risk and decrease risk by auditing protocols for policy compliance and consistency.
- Communicate compliance changes and alerts to Procurement staff.
- Manage and direct procurement’s responsibility participation in all applicable financial, internal, and external (e.g., customers, DOE, DOD, DCAA, etc.) led audits.
- Ensure procurement processes support developed Compliance goals.
- Provides expert guidance on FAR/DFARs requirements in close coordination with legal advisors and operational staff.
- Responsible for explaining contract clauses, recommended actions to fulfill contractual requirements, and follow-through to ensure contractual requirements are being met.
- Review proposed export and import transactions and determine implications under the ITAR, EAR, US Trade Sanctions or other relevant restrictions.
- Facilitate, with the assistance of a third-party consultant, all aspects of the export and import process.
- Development of training specific to related procurement topics and Federal Acquisition Regulation (FAR) principles.
Qualifications
- Must possess a bachelor’s degree from an accredited school in Supply Chain Management, Business, Law, or related field.
- Must possess 10+ years of progressive professional experience specific to Government Procurement Compliance.
- Must be a U.S. citizen.
- Must be proficient in Excel, Word, PowerPoint, & SharePoint.
- Experience working with sensitive and confidential information.
- Ability to build collaborative relationships.
- Extensive policy and procedure writing experience.
- Effective commercial awareness of purchase orders.
- Effective communicator and coordinator.
- Must be able to complete and pass a pre-employment drug screen and background check which includes verification of employment and education.
- Must be able to obtain site security badge for access to work site.
